PROBLEM TO BE SOLVED: To provide a hair cosmetic composition used as a hair-dyeing agent or a hair-decoloring/dye-removing agent that enhances the retention of good feel of the hair and achieves uniform dyeing and the like. SOLUTION: The hair cosmetic composition contains (A) a fatty acid ester composed of a 10C or lower fatty acid and an alcohol, (B) an aminoethylaminopropylmethicone-dimethicone copolymer and (C) dimethicone and is used as a hair-dyeing agent or a hair-decoloring/dye-removing agent, where the mass ratio of the content of the aminoethylaminopropylmethicone-dimethicone copolymer (B) to the total of the content of the fatty acid ester (A) and the content of the dimethicone (C) in the hair cosmetic composition is 0.05 to 1.
