PROBLEM TO BE SOLVED: To suppress failures as far as possible when inserting a terminal into a cavity. SOLUTION: A terminal inserting device is to insert the terminals of wires with terminals into cavities 12, 14 formed in a terminal insertion housing 10. The terminal inserting device leads the terminals toward the openings of the cavities 12, 14, and includes a terminal insertion guide part 76 on which an insertion guide surface 77 for positioning the end of the wire with the terminal is formed with the tips of the terminals disposed in the openings of the cavities 12, 14, and a terminal insertion driving mechanism to insert the terminals positioned by the terminal guide part 76 into the cavities 12, 14 by holding the wire with the terminal by a pair of holding parts 86, 87.
