PROBLEM TO BE SOLVED: To solve problems such that in a combined cycle type power generation device, excess energy left still after secondary use in a steam turbine is disposed to the atmosphere or the sea, although it is high in power generation efficiency, compared with conventional thermal power generation devices, and in a recycle type power generation device, the supply quantity of fuel is small since methane gas generated in a fermenting vessel is used as main fuel, and the power generation quantity and the quantity of thermal energy for heating the fermenting vessel are remarkably small. SOLUTION: A combined cycle-type power generation device or gas composite power generation device includes a heat exchange or heat exchange structure, which is provided in a part of piping for carrying waste hot water or exhaust gas which has absorbed thermal energy of steam in a steam condenser for condensing steam which has driven a steam turbine; a fermenting vessel which is heated by the heat exchanger or heat exchange structure to generate methane or the like by fermentation; and piping for carrying the methane from the fermenting vessel to the gas turbine. Otherwise, a thermal power generation device using charcoal or petroleum as fuel includes the fermenting vessel and a gas power generation device using the methane gas generated in the fermenting vessel as fuel.
