PROBLEM TO BE SOLVED: To generate power with improved rotating capability of a water receiving runner by solving a problem of a conventional hydraulic power generating device in which a water receiving runner cylindrical frame combined with the water receiving runner cannot effectively capture water energy to allow effective capture of water flow energy. SOLUTION: The power generating device includes a combination of the water receiving runner 4 and the water receiving runner cylindrical frame 8. The water receiving runner cylindrical frame 8 is formed in a cylindrical shape between a water receiving port and a drain port so as not to release water to the outside, and the water receiving runner 4 having a shape equal to the inner part of the cylindrical frame 8 is moved inside the cylindrical frame 8 while receiving the gravity and pressure of water. Further, the water receiving runner 4 is vertically constituted by a water receiving runner fixing shaft 6 to receive water flow at a right angle. Accordingly, the water flow energy can be effectively captured to enhance the rotating capability of the runner 4, and the power generation capability is also enhanced.
