SOLUTION: As a tire, a tire 10 for estimating a road surface state is used, which has a row of sipes 14L in which sipes 14 extending in the circumferential direction of the tire are formed in a shoulder part 13m in a cycle P<SB>1</SB>. Vibration of a tread 11 propagated to a knuckle from the tire 10 is detected by an acceleration sensor fitted to the knuckle to obtain a vibration spectrum, and the road surface state is estimated from the magnitude of the level of the vibration that arises from a region R1 of an easily deformable structure including the sipes 14 in the detection frequency calculated from the wheel speed measured by a wheel speed sensor and the cycle P<SB>1</SB>.
