<P>PROBLEM TO BE SOLVED: To provide a developing device that efficiently discharges deteriorated carrier by suppressing unnecessary discharge of toner when supplying carrier for developer, and to provide an image forming apparatus using the same. <P>SOLUTION: The developing device 1 includes: a developing tank 2; a developing roller 3 containing a magnet roller 8; a supply screw 4; an agitating screw 5; and a regulating blade 7 for regulating the amount of developer on the developing roller 3. The developing tank 2 has a supplying conveyance path 4A, a collecting conveyance path 6A, and an agitating conveyance path 5A. In the developing device 1, the thickness of a layer is regulated by the regulating blade 7 at a position below the center of the magnet roller 8. The developer is conveyed in the same direction on the supplying conveyance path 4A and the collecting conveyance path 6A. The developer is conveyed on the agitating conveyance path 5A in the direction opposite to that on the supplying conveyance path 4A and collecting conveyance path 6A.
