PROBLEM TO BE SOLVED: To provide: a hydrophilicity recovering agent for recovering the hydrophilicity of a hydrophilic surface by removing the inorganic substances from the hydrophilic surface to which the inorganic substances are attached to lower the hydrophilicity of the surface; and a hydrophilicity recovering method for recovering the hydrophilicity of a hydrophilic surface by using the hydrophilicity recovering agent. SOLUTION: This hydrophilicity recovering method includes: preparing a gel-shaped hydrophilicity recovering agent by mixing an aqueous solution in which a ligand forming a chelate complex such as citric acid is dissolved in water with a thickener such as polyethylene glycol and xanthan gum; applying this hydrophilicity recovering agent to a hydrophilic surface in which hydrophilicity is lowered; and removing the hydrophilicity recovering agent after leaving the surface for an appropriate time to recover the hydrophilicity of the hydrophilic surface.
