PROBLEM TO BE SOLVED: To provide a reduction agent which improves water holding force of the skin or hair, improves appearance, relaxes the mind and body and enhances resistance to oxidative stress by easily dissolving hydrogen just before using and reducing the oxidation-reduction potential with respect to the hot water of a bath, cosmetic liquid and drinking water. SOLUTION: The reduction agent of water includes sodium borohydride which filled single use amount with a moisture absorption prevention container and an external preparation composition includes thereof. The composition includes processes relating to the restriction of the amount for controlling a suitable ORP (oxidation-reduction potential) of water or preparation, the use of dosage form which prevents scattering of sodium borohydride and bags having air permeability and water permeability depending on the usage condition as necessary, the combination with an absorbent which prevents dissolution of boron compound, and the combination with pH stabilizer or the other external preparation component.
