PROBLEM TO BE SOLVED: To provide a cleaning blade capable of maintaining contact pressure by suppressing turning up of the top end ridge portion of the cleaning blade and making followability for a body to be cleaned of the top end ridge portion excellent, and to provide an image forming apparatus and a process cartridge. SOLUTION: The top end surface 62a of an elastic blade 622 has a plurality of surface layers 623 which have a width of 0.3 to 1.0[mm] and are harder than the elastic blade 622, at an interval of 1.0 to 3.0[mm].
