Either the end 51 of the rotor blade or the inner periphery 11b of the stationary annular body 11 is provided with a plurality of steps 52 so as to gradually separate from the other from an upstream side, in an axial direction toward a downstream side, and the other is provided with a plurality of seal fins 15, which extends individually for the respective steps 52 and, respectively, form a minute gap m with downstream-side edges 53 of the respective steps 52.
