A touch panel (X) according to one embodiment of the present invention includes a first substrate (11) and a second substrate (12). The first substrate (11) includes a first principal surface (15), a second principal surface (16), and at least one recess (17) formed on the second principal surface 16. The second substrate (12) is arranged to face the first principal surface (15). The touch panel (X) further includes at least one light diffusing particle (18). At least a portion of the light diffusing particle is arranged in the recess (17). The first substrate (11) includes glass. The light diffusing particle (18) is preferred to have a polyhedral shape. A formation material of the light diffusing particle (18) is preferred to be the same as a formation material of the first substrate (11).
