PURPOSE: A base station and a control method which adjusts electricity gain according to the traffic in order to possessively deal with a communications condition are provided to perform reasonable power control when the base station performs communication with the mobile terminal. CONSTITUTION: A control signal reception unit(210) receives a traffic reference value and a power gain offset value from a base station controller. A traffic output unit(230) outputs the communication traffic based on a communication state to each mobile communications terminal. A power control unit(220) compares the communications traffic calculated by the traffic output unit with a standard traffic received to the control signal reception unit. The power control unit changes the power gain about a communication signal to the received power gain offset value.
