PURPOSE: An apparatus, a system, and a method for managing discounts for a mobile communication terminal are provided to differentially discount a communication fee based on mutual closeness between mobile communication terminal users, thereby reducing the burden for the communication fee. CONSTITUTION: A service control device(400) includes a communication unit(410), a charging information management unit(420), and a message management unit(430). The communication unit receives a call target list transmitted from a mobile communication terminal. The charging information management unit generates mutual closeness based on the call target list. The message management unit provides discount information to an SMSC(Short Message Service Center).
