PURPOSE: By ciphering traffic data between the each other paired mobile communications terminal and the toll for vehicle account equipment. CONSTITUTION: The toll for vehicle account equipment(20) and mobile communications terminal(30) store the respective same random number table. The mobile communications terminal ciphers require-message by using the random number table. The mobile communications terminal transmits the encrypted require-message as described above in the toll for vehicle exact calculation terminal.
