PURPOSE: A charge control device and a method thereof are provided to improve the stability of a user by preventing damage to a battery. CONSTITUTION: A solar cell(150) converts solar energy into electrical energy. A charge part(160) receives electrical energy from the solar cell through an input terminal. The charge part charges a battery by transmitting the electrical energy to the battery(170) through an output terminal. A voltage regulating part(180) maintains a fixed output voltage regardless of the change of an input power source. A comparing part(190) is activated during a high non-inverting input terminal state by comparing the input voltage of an inverting input terminal with the input voltage of a non-inverting input terminal.
