PURPOSE: A circuit substrate and a manufacturing method thereof are provided to improve the efficiency of a manufacturing process by using a single resistor in order to form a plurality of resistor parts. CONSTITUTION: A circuit substrate comprises a substrate(101), a resistant layer laminate(150), a conductive layer(120), and a plurality of resistor parts(151~153). The substrate is made of an insulating material. The resistant layer laminate is formed on the substrate. The resistant layer laminate includes a plurality of resistant layers. The conductive layer is formed on the resistant layer laminate. The plurality of resistor parts are formed by etching the conductive layer and the plurality of resistant layers.
