PURPOSE: A hydrogen-oxygen gas manufacturing device using a double step cooling mode to remove steam from the gas is provided to reduce fuel consumption by using fossil fuel as an auxiliary fuel. CONSTITUTION: A hydrogen-oxygen gas manufacturing device comprises a bulk electrolytic cell tank(2), a hydrogen-oxygen gas tank(7), a hydrogen-oxygen gas manufacturing tank(3), a pressure pump(4), a thermoelectric cooler(5), a moisture removing unit(6) and a burner(8). The bulk electrolytic cell tank is composed of an electrolytic cell supply pipe, a valve and a filter. The filter eliminates foreign materials. The hydrogen-oxygen gas manufacturing tank comprises an electronic supply controller.
