PURPOSE: A method and a system for designing the mobile communication network are provided to distribute the prediction calling amount to a grid and reflect speech density accurately in redesigning, thereby calculating the calling amount suitable for designing the mobile communication network. CONSTITUTION: A mobile network redesign device calculates phone traffic of communication network(110). The device distributes the currency amount in a target area(120). The device selects a candidate area in which a base station can be located(130). The device predicts the wave loss of the candidate area(140). According to the predicted wave loss, the device selects the location area of the base station among the candidate area(150). The device produces the investment cost(160).
