The device has wheels (A) coupled between each other by a hydraulic transmission and equipped with mobile masses (B1, B2) and fixed masses (11). The wheels are rotationally mounted in two independent forks (L) supported by two distinct points of a frame (M). The rotation of the wheels on itself causes transfer of the masses using a combined effect of gravitational and centrifugal forces for producing a hydraulic or electric flow to maintain the rotational movement of the wheels and to produce energy without pollution.
