PURPOSE: A one-time-use toilet seat cover is provided, which prevents a seat cover from flying since the seat cover surrounds the exterior of the toilet seat. CONSTITUTION: A one-time-use toilet seat cover comprises: one or more unit seat cover(10) which is manufactured in the form of the regular square and is accepted in a pocket type vinyl cover along width and length folding line in the folded state; a cut piece(20) which is formed in the center of the unit seat cover, is cut along a cut line, and forms a through-hole in the center of the unit seat cover; and toilet paper(30) which is prepared in one side of the unit seat cover to be cut along the cut line.
