PURPOSE: An apparatus and a method for dissociating polyatomic molecules using latent heat generated by supplying electrons are provided to reduce the exhaust amount of carbon dioxide by dissociating the carbon dioxide into oxygen and carbon. CONSTITUTION: A gas supplying unit(10) supplies a gas to be processed. The gas flows to a mixing space(20). An electron generating unit is mounted in the mixing space for generating electrons. An outlet(40) discharges an exhaust gas. The electron generating unit is composed of a cathode and an anode and is operated by power from a high voltage unit(30). The cathode generates electrons. Protrusions are distributed on the surface of the cathode in order to increase the amount of electrons.
