PROBLEM TO BE SOLVED: To provide a lighting device that suppresses deterioration in luminance without having unevenness occur in light emitted to an observer's side.

SOLUTION: This lighting device 10 includes: an organic EL element 2 provided as a light source; a first surface 1c arranged on a light emitting side of the organic EL element 2 and on the side facing the organic EL element 2; a glass substrate 1a having a second surface 1d on the opposite side of the first surface 1c; an indented shape section 1e provided on the first surface side 1c of the glass substrate 1a for dispersing the emitted light from the organic EL element 2; and a resin layer 4 provided to cover the indented shape section 1e and having a refractive index that is different from the indented shape section 1e.
