PROBLEM TO BE SOLVED: To provide a toner which hardly causes oozing-out of wax to a toner surface due to agitation of a developer, does not increase an attachment force between toner and carrier, and suppresses defective drawing-up thereof and a void image, and also to provide an image forming apparatus using the toner. SOLUTION: A two-component developer for electrostatic charge image development including a carrier composed of toner prepared by aqueous granulation and a magnetic particle is characterized in that, with respect to the wax amount on toner surface before and after agitation when agitating the developer made by mixing the toner and carrier at toner concentration of 9% with a magnet roller for 90 min, a change amount of FTIR-ATR measurement falls into the following range: (1) P(A)≤0.20, (2) 0.03≤P(B)≤0.25, (3) P(A)≤P(B), therein, P(A) is surface wax amount [peak(2850 cm<SP>-1</SP>) originated from wax/peak(828 cm<SP>-1</SP>) originated from binder resin] before vacant agitation for 90 min with a magnet roller, and P(B)is surface wax amount after vacant agitation for 90 min with the magnet roller.
