<P>PROBLEM TO BE SOLVED: To improve ease of operation about a management code in a charging and tabulating system, and to reduce communication traffic volume between a management server and a management client. <P>SOLUTION: Effectiveness/ineffectiveness setting as a state of a management code is performed, and when the management code is made ineffective, the management code is excluded from a management code list that is transmitted to a client side. The management code is also eliminated from a management code for each different user.
