<P>PROBLEM TO BE SOLVED: To excellently form an image by making a developer supply state proper. <P>SOLUTION: A developer supply device (6) includes a conveying substrate (63) and a relative position-adjusting means (67). The conveying substrate (63) is formed in a flat plate shape along a developer conveying path (TTP), is arranged to face a developer carrying member (62) and includes an upper conveying substrate (63b) provided so as to convey a developer (T) upward to a position facing the developer carrying member (62).
