PROBLEM TO BE SOLVED: To provide a manufacturing method of a base isolation plug capable of improving damping performance and displacement follow-up capability of a base isolation device without using lead for materials, and a manufacturing device of the base isolation plug for carrying out the manufacturing method. SOLUTION: In the manufacturing method of the base isolation plug, the base isolation plug for the base isolation device is molded by pressure-molding two pressure receiving faces while putting a powder material filled in a metal mold between them. In this process, one face of the two pressure receiving faces is pressure-molded into a shape having the center recessed in comparison with the circumference part while the other face is pressure-molded into a shape having the center protruded in comparison with the circumference part, and then, the one face is pressure-molded into a shape having the center protruded in comparison with the circumference part while the other face is pressure-molded into a shape having the center recessed in comparison with the circumference part. The base isolation plug 9 manufactured by using the manufacturing method, and the manufacturing device having the metal mold 3 and a stamper 5 for performing the manufacturing method are also provided.
