VIDEO INFORMATION INPUT/OUTPUT DEVICE, AND VIDEO INFORMATION RECORDING MEDIUM

PROBLEM TO BE SOLVED: To protect the copyright of an information provider when inputting high definition (HD) video information and outputting it to an external device, and to secure image quality of range that a user can satisfy.

SOLUTION: A resolution of high definition (HD) video information is converted into either interlace or progressive scanning video information having a standard (SD) number of scanning lines, so as to be outputted. Also, control information to restrict the resolution at the outputting is recorded on a recording medium. The resolution is selected according to the charge to the user. Thus, benefits of both the copyright holder and the user can be made compatible.
