PROBLEM TO BE SOLVED: To provide a non-polluting treatment device for making an asbestos-containing material harmless. SOLUTION: This device is for performing non-polluting treatment of an asbestos-containing material, and equipped with a thermal treatment unit which heats the asbestos-containing material and incineration ash or a catalyst made of the incineration ash in a low oxygen atmosphere or a reduction atmosphere, a loading unit for loading the asbestos-containing material into the thermal treatment unit, a loading unit for loading the incineration ash or the catalyst made of the incineration ash into the thermal treatment unit, and an ejection unit which ejects the asbestos-containing material which originates from the thermal treatment unit and is through with non-polluting treatment.
