PROBLEM TO BE SOLVED: To provide a manufacturing method for a heat shielding and insulating tile having superior heat shielding and insulating performances. SOLUTION: This manufacturing method for a heat shielding and insulating tile includes a step of coating the surface of a heat-insulated tile the rear surface of which is covered by a heat insulating material is coated with a water-based paint composition which contains (a) 30-50 mass% copolymer emulsion resin of (meth) acrylic acid alkyl ester, (b) 1-7 mass% bisphenol-based epoxy emulsion resin, (c) 5-30 mass% hollow inorganic substance powder of 30-300μm in average grain diameter, (d) 20-60 mass% cement and pigment, and (e) polyamide hardener resin or aliphatic multiple amine hardener having an equivalent weight of 0.8-1.2 times that of the epoxy resin group of the (b) resin, and in which the mass ratio of the components [(a)+(b)+(e)]/[(c)+(d)] is within the range of 0.5-1.5, and hardening and drying the tile and a step of coating the surface of the heat-insulated tile with a heat shielding paint containing (f) copolymer emulsion resin of (meth) acrylic acid alkyl ester and (g) pigment formed of iron oxide, and hardening and drying the tile.
