PROBLEM TO BE SOLVED: To adjust the quality of transmission voice to be transmitted to a communication device on a reception side by a communication device on a transmission side, in the communication device on the reception side. SOLUTION: The transmission side communication device 1 includes: a transmission section 31 for transmitting voice signals to the reception side communication device 2; a reception section 32 for receiving, from the reception side communication device 2, request signals ordering the adjustment of the quality of voice indicated by the voice signals transmitted from the transmission section 31; and a digital signal processing section 13 and an AD conversion section 14 for adjusting the quality according to the request signals received by the reception section 32.
