PURPOSE: A text message relay service server and a control method thereof are provided to send text messages to drivers of parked cars using a web communication protocol, thereby saving communication costs. CONSTITUTION: A receiving unit(430) receives a text data send request signal through a web communication protocol. An extracting unit(440) extracts text data and car plate numbers from the text data send request signal received in the receiving unit. The extracting unit extracts a mobile communication terminal phone number corresponding to an extracted car plate number from member information saved in a database unit. A text message send requesting unit(450) sends a text message send request signal to a text message sending server. The text message send request signal includes the text data extracted from the extracting unit and the mobile communication terminal phone number.
