<P>PROBLEM TO BE SOLVED: To specify what kind of failure it is, when the failure occurs in a control means. <P>SOLUTION: A sub control system monitors whether the failure has occurred in a main control system through a monitoring device (step S1). When detecting that the failure has occurred in the main control system (Y in step S1), the type is analyzed to determine the kind of the failure which has occurred in the main control system is on the basis of an analysis program (step S2).
