PROBLEM TO BE SOLVED: To stably hold a resin and a curing agent in a predetermined composition on a base particle.

SOLUTION: A functional particle 110 includes an inorganic particle 101, a first layer 103 coating the inorganic particle 101, and a second layer 105 coating the first layer 103. One of the first layer 103 and the second layer 105 includes a resin and the other includes a curing agent for the resin.
