PROBLEM TO BE SOLVED: To always stably produce an inclusive immobilization carrier having high carrier strength regardless of a production lot by eliminating the variation of the carrier strength of the inclusive immobilization carrier caused by the production lot. SOLUTION: The production apparatus for the inclusive immobilization carrier 28 for including-immobilizing micro-organisms by polymerizing and gelating an immobilizing material 14 in the presence of activated sludge 12 includes a line mixer 17 for preparing a raw material liquid by mixing the activated sludge 12 with the immobilizing material 14, a temperature sensor 30 measuring the temperature of the prepared raw material liquid, an addition pump 21 for adding a polymerization initiator 20 to the prepared raw material liquid and a controller 31 controlling the addition ratio of the polymerization initiator 20 by controlling the addition pump 21 according to the measured temperature.
