PROBLEM TO BE SOLVED: To provide a retaining wall of high stability having sufficient resistance against earth pressure even in a tall retaining wall though a block for the retaining wall is small in size and a filling material is small in amount. SOLUTION: The retaining wall uses a lattice-like structure (16) formed of a resin material, and the concrete block (1) for the retaining wall. The plurality of lattice-like structures (16) are stacked to form a protection foundation (16A) by filling earth and sand between a penetration part and a face (24) of a slope. The blocks (1) for the retaining wall are laid adjacently to a front side of the protection foundation (16A) to form a retaining wall foundation (1A) by filling a nickel slag into a penetration part. A plurality of retaining wall structures (30a) comprising the protection foundation (16A) and the retaining wall foundation (1A) are constructed to make a rear lower end of the protection foundation (16A) adjacent to the face (24) of the slope in a transverse direction along the face (24) of the slope, and to make those adjacent by the same manner with a plurality of stages in a vertical direction.
