PROBLEM TO BE SOLVED: To reduce a cost and save man power in a pretreatment for removing foreign matter such as sludge and garbage before an oil and water separator in an oil and water separation system such as bilge treatment separating and removing oil from a mixed liquor of oil and water. SOLUTION: As an apparatus for performing pretreatment for removing foreign matter such as sludge and garbage before the oil and water separator 3, a pretreating vessel 5 holding bilge water (BW) pumped up from a bilge tank 1 in a rest state to remove surfacing oil and removing drain containing sunken sludge, and a cyclone-type sludge collector 6 making water treated in the pretreating vessel 5 flow in to generate a turning motion to separate left foreign matter such as sludge and garbage with centrifugal force are installed.
