PROBLEM TO BE SOLVED: To provide a navigation system which reduces the traffic between a server and a terminal, by downloading only the difference in route search results in the server and terminal and can provide information of the difference in the route search results, based on the latest network data on the terminal side, and to provide a navigation device, a navigation server and a navigation method. SOLUTION: In the navigation device generates terminal-side route information of a route which satisfies the route search conditions, on the basis of network data stored in a memory section, and it transmits it together with the route search condition to a navigation server, the navigation server receives the route information and the route search conditions and generates server-side route information of a route which satisfies the route search conditions received, on the basis of the latest network data stored in the memory section. Furthermore, the navigation server compares the terminal-side route information with the server-side route information, and acquires the difference in the route information and transmits it to the navigation device.
