MOTION VECTOR PREDICTING METHOD

PROBLEM TO BE SOLVED: To provide a motion vector predicting method not remarkably lowering a coding efficiency of the motion vector.

SOLUTION: The motion vector predicting method includes: determining at least not less than one candidate motion vectors out of not less than three candidate motion vectors in response to the size of peripheral predicting block of the coding objective block; and introducing a predicting motion vector with the use of not less than three candidate motion vectors. This causes no remarkable lower coding efficiency of the motion vector. The predicting motion vector may be introduced with the use of a median filter.
