PROBLEM TO BE SOLVED: To provide a technology for forming a dot by performing scanning of a common region on a print medium a plurality of times, and suppressing impairment of image quality resulting from image printing. SOLUTION: A print controller generates dot data being supplied to a print section for forming a print image by mutually combining, in a common print region, each dot group formed for each of a plurality of pixel groups for which physical difference is assumed in dot formation. In this print controller, halftoning is performed by an error diffusion method or an average error minimum method where the threshold is adjusted by at least one of suppression adjustment for suppressing formation of dot according to formation of dot depending on the formation state of dot in a record pixel which is a pixel belonging to the same pixel group as a remarked pixel and a converted peripheral pixel preset in the vicinity of the remarked pixel, and acceleration adjustment for accelerating dot formation according to non-formation of dot.
