PROBLEM TO BE SOLVED: To provide an apparatus for suppressing rust formation, which suppresses the rust formation, for instance, in a fastener for fastening an outdoor structure and the like for a long period of time, and to provide a method for the same. SOLUTION: The apparatus includes: a protection vessel 11 for isolating the periphery of a fastening bolt 20 which is a member to be protected, from an external environment; a vacuum pump 13 which is a vacuum device for making the inside of the protection vessel 11 be in a vacuum state; a nitrogen (N<SB>2</SB>) cylinder 12 which is an inert gas feeding device for introducing an inert gas (N<SB>2</SB>) into the protection vessel to make the inside of the protection vessel be in a pressurized state, after the inside of the protection vessel 11 has been made in the vacuum state; a pressure gauge P for monitoring a pressure in the protection vessel 11; and a controlling device 14 which controls the inside of the protection vessel so as to be kept in a predetermined pressure state by introducing the inert gas into the protection vessel 11, when the pressure becomes a threshold (pressure of 1.1 atmospheres) or lower as a result of measurement by the pressure gauge P.
