The system has a concentrating device that is in the form of a nozzle (10) that comprises an outlet communicating with an inlet of a cold production element with a set of venturi collars (13) and heat exchange unit. An exit of the concentrating device communicates with an entry of a machine element (11) comprising a set of turbines for collecting wind power. The turbines and the collars are assembled to form an exit section of the nozzle concentrator. An exit of the cold production element or the machine element communicates with an inlet of an air extractor (12) in a divergent manner. The turbines and collars are assembled in a section element that is selected from one of square section element, rectangular section or circular section element.
