<p><P>PROBLEM TO BE SOLVED: To provide a developing device capable of further suppressing occurrence of void by removing toner agglomerations, and to provide an image forming apparatus provided therewith. <P>SOLUTION: The developing device 40 includes: a regulating magnetic pole 59 for generating a magnetic field acting on a regulating gap G; a magnetic field intensity decreasing means 72 for decreasing the intensity of a magnetic field in the regulating gap G; a rotation driving means 71 for rotating the developer carrier 45 in a first direction A and a second direction B which is reverse to the first direction A; and a control unit U for controlling the magnetic field intensity decreasing means 72 and the rotation driving means 71 when a developing operation is not performed. The control unit U first controls the magnetic field intensity decreasing means 72 to decrease the intensity of a magnetic field in the regulating gap G. Subsequently, the control unit U controls the rotation driving means 71 to rotate the developer carrier 45 by a first angleαin the second direction B.
