PROBLEM TO BE SOLVED: To achieve early warming-up of an engine, and to suppress dryout in an EGR cooler. SOLUTION: The cooling water circulating device 100 includes a water pump 7 (a cooling water circulation suppressing means) controlling the circulation of cooling water to a water jacket provided in an engine body 1 during engine warming-up, the EGR cooler 2 communicated with the water jacket and including a cooling water inlet 2a introducing cooling water in one end and a cooling water discharge opening 2b discharging the cooling water in another end, and a reservoir tank 6 storing the cooling water. The EGR cooler 2 and the reservoir tank 6 are connected by tenth piping 18 (a cooling water pipe). In the tenth piping 18, one end is connected between a cooling water inlet 1a and a cooling water discharge opening 1b. The tenth piping 18 includes an opening and closing valve 19 to be opened when the circulation of the cooling water is suppressed by the water pump 7 during engine warming-up.
