PROBLEM TO BE SOLVED: To provide a ground improvement construction method by which, even if a rock bed is not present up to an embedding depth level at which an embedding effect is obtained in a construction site for an atomic-energy-related building, the embedding effect can be obtained, while suppressing construction period and construction cost. SOLUTION: In the ground improvement construction method, carried out when the rock bed 2 is not present up to the embedding depth level at which embedding effects ares obtained in the construction site for the atomic-energy-related building 5, an artificial rock bed is placed in a ground improvement range 1, surrounding an underground portion of the atomic-energy-related building 5 and spreading, over a horizontal surface specified, based on the width D of the underground portion.
