PROBLEM TO BE SOLVED: To provide a composite polymer electrolyte membrane which shows excellent ion conductivity and little dimensional change in wet and dry cycles and realize a fuel cell which shows excellent power generation performance at a high-temperature low-humidification condition and excellent durability.

SOLUTION: The composite polymer electrolyte membrane of the present invention contains a polymer electrolyte having an ionic group density of 2 mmol/g or higher and a porous material having a porosity of 50% to 95%, both inclusive and Gurley air permeability of 300 sec/100 cc or less.
