<P>PROBLEM TO BE SOLVED: To provide a flow restrictor installation device in which a rust preventative member uniformly abuts on a cut surface in a circumferential direction to ensure rust prevention. <P>SOLUTION: A flow restrictor has a sealing flange 31 which is interposed between a flange Fa and a joint ring 30 in a sealing manner, and a rust preventative ring 70 which has a rust preventative member 32 for rust prevention of a cut surface 1a and is connected to the sealing flange 31 movably toward the cut surface 1a.
