The device has a plate (2) comprising a perforated or non perforated flat fitting surface formed on a frame i.e. framed structure purlin (10), of a building or on batten elements or laths of an existing roof. The plate comprises a photovoltaic panel fitting surface formed at a distance of a discharging plane for permitting flat installation of a tile and obtaining a space for air circulation and cable passage.
