<P>PROBLEM TO BE SOLVED: To reduce a time for regenerating a background image by reducing a regeneration frequency itself of the background image even if the background image needs to be updated due to a large change of an input image by camera control. <P>SOLUTION: When an input image imaged with a camera is changed so that there is a need to perform camera control for newly generating a background image, camera control by camera control means is set to a standby state. When another camera control occurs after setting the camera control means to the standby state, image analysis by image analysis means is suspended, and the camera control by the camera control means set to the standby state is started.
