<P>PROBLEM TO BE SOLVED: To improve average throughput in an overall mobile communication system by controlling automatic load distribution to base stations in the system, while the load condition of the overall system is taken into consideration. <P>SOLUTION: The information of NE antenna to be controlled and the information of a coverage area change range when an antenna tilt angle is changed are provided in advance in an EMS. An NE acquires traffic information with a predetermined period, so as to transmit to the EMS and an NMS. Based on the traffic information, an NE having a heavy load and an NE adjacent thereto are selected. Based on the information of the coverage area change range and the traffic information, the change amount of the antenna tilt angle is calculated, and the load distribution is performed by controlling the tilt angle by the transmission of a tilt angle change command. <P>COPYRIGHT: (C)2012,JPO&INPIT |
