<P>PROBLEM TO BE SOLVED: To provide a monitoring control system configured to execute monitoring control processing in accordance with a schedule through duplexed control servers, in which even if a period in which monitoring control processing cannot be executed is generated when switching a control server of a slave system to a master system, all the processing can be surely executed, a monitoring control apparatus used therefor, and a monitoring control method. <P>SOLUTION: A control server of a slave system stores execution schedule information of monitoring control processing beforehand and stores execution time information of the latest control event contained in heartbeat information transmitted from a control server of a master system in a fixed cycle.
